Release notes 

This the first release of 1.7.5 BigDFT version.
Lots of modifications are implemented in this release, in particular the Minima Hopping algorithm by Stefan Goedecker's group is now available together with BigDFT code.
The release number of the code suggest that this version is indented as a middle point toward BigDFT 1.8 version, as lot of new functionalities are now experimental in this release (like the yaml input files) and will become stabilised in 1.8
