Bugs from the alpha releases are fixed (including design errors), sensible feature requests are implemented and documentation is complete.
People are encouraged to try it out because its API is expected to be mostly stable, but it could change to implement a critical feature or fix a bug. Minor enhancements won't be applied by the final release if they break backwards compatibility.
