Bug Description

For example...
For reboot (both soft and hard) - verify through the server uptime that the server has been rebooted
For rebuild - verify the new admin password works correctly
For change password - verify the new admin password works

    * Adds method to get last boot time of a server instance
    * Adds instance level checks to most server actions tests
