set up packaging

I have create a personal ppa packge as the initial version of ceilometer, since now ceilometer use the latest openstack.common cfg,so ceilometer can not work with esssex version of openstack. it can be installed and tested with devstack.
I am not an expert of deb package.so if you find any error about this package,please tell me or add commits.

apt-get update
apt-get install ceilometer
start ceilometer-agent
start ceilometer-collector

That's great! I will try to test the package this week.

I assume there are some packaging scripts or configuration files to create
the ppa? I don't seem to be getting email from the stackforge gerrit, did I
miss the review or have you not posted it yet?

It turns out that fpm makes packaging extremely simple as long as the setup.py file for the project works. Ours does now, so I am going to mark this as closed since we are able to package -- distributions may use their own tools, and may encounter issues, but those would be considered new bugs.

Fix released in ceilometer 0.1/folsom.
