Add toolbar button to toggle terminal

Bug Description

I like the terminal extension a lot. But I don't always want to see it when I'm using Scratch.

Instead of having to disable and enable the extension in preferences, there should be a toolbar button to toggle the shell's appearance.

I think I fixed this bug with ~superscript18/scratch/fix-1013421. This is my first work with Scratch and my first merge ever, so I hope I did things right. Let me know if I could do anything better.

Fixed for terminal. I will create (and fix) a new bug for the Brower Preivew plugin. It doesn't go to the foreground after "Show Preview" shown either.
