Jenkins failed because nova-network can't start

Bug Description
when you use nova boot command to start a VM , you will find it's status is ERROR in those days.
and when you submit some change set for reviewing, you also will find the patch can't pass the Jenkins's CI testing.
after debugging the code, I found all those are due to failed to start nova-network.
