OK I know it's a big hammer but removing and reinstalling gnome then restarting metacity made this go away. I suspect a broken gnome schema, as in some other things. Is there anything that can be done to make schema installation more robust?

duplicate of bug #50150 then, schemas installation should work correctly, we have a couple of users having problems every cycle though, we should work on login errors or something next cycle

Yup this is happening to me (on a machine that historically has always had problems installing ubuntu) on a fresh install of fiesty.

I would agree It does seem simular to bug #50150 mentioned ablove as I do share some of the other symptoms such as missing icons in gnome panel's app list. But Not all the other problems.
