Bug Description

I was running ./run_tests.sh under python-cinderclient, which yields me no module named mock, when test_http.py is met.
Mock is listed in test-requires and install_venv.py doesn't define test_requires to be installed. Shall we add test_requires into install_venv.py?

Yes, adding test_requires to install_venv is probably a good idea. Keep consistency with novaclient and avoid confusion for folks that may be running venv with cinderclient for the first time.
