flat_network_dhcp_start flag is not used in essex and beyond

Bug Description

flat_network_dhcp_start does not exist as a flag anymore and does nothing if it's in the nova.conf file.

The only way (without manually munging the database) to accomplish the same thing is to "nova-manage fixed reserve --address=x.x.x.x"
