version contains epoch

Bug Description

As you can see here- https://launchpad.net/ubuntu/oneiric/amd64/libdns69 the version field contains epoch value. Other packages do not contain epoch value. This breaks OVAL definition http://oval.mitre.org/repository/data/getDef?id=oval:org.mitre.oval:def:15365

To be able to automatically generate OVAL definition, I think it is important that packages follow a consistent version nomenclature

Once an epoch has been introduced, it cannot normally be backed out.

This package has had it's epoch since 2001, to assist with the migration between bind8 to bind9.

An epoch serves an import job, and external tooling should respect the Ubuntu & Debian Policy for versions. More information on the policy can be found, http://www.debian.org/doc/debian-policy/ch-controlfields.html#s-f-Version
