python-numpy: Merge new debian version 1.0.1-8 from debian sid

Binary package hint: python-numpy

I added one new Ubuntu specific change (please verify this is correct). I removed the dependency in python-numpy on python-numpy-dev to prevent a circular dependency. Based on the discussion in the Debian bug this change is allegede to be related to, it was not necessary (conflicting files were retained in python-numpy and not python-numpy-dev).

The update resolves 3 RC serious bugs in Debian. Debian changes since the last update from Debian:
