Bug Description

Hi,

quantum has introduced several new binaries that recently got added to the debian packaging. I would like a FFE to upload a new version of quantum in order satisfy an MIR request as well.

Can you please include some more detail? What are the new binaries? Why are they needed? Why is the new upstream version needed? What changes are in it? What testing have you done?

Horizon too. I don't know what the other OpenStack components are, so I can't check them. Does Feature Freeze not apply here?
