Binary package hint: alacarte
This happens when I open two alacarte windows, and try to drag an Item from one window to the other. I was trying to do this as to dragging items into folders using the left hand panel is difficult (it is hard to tell when I am over the folder instead of in between, and there is a very small area that is considered over.)
