need tests to make enumerations in bug-export.rnc schema match the rest of launchpad

Bug Description
The bug-export.rnc RELAX-NG schema includes enumerations of bug statuses, bug importance values and attachment types. We should have tests to make sure it keeps in sync with the rest of Launchpad.
Perhaps this could be done by converting the schema to XML syntax with "trang" and then inspect the result with standard Python XML APIs.
