Intelligent planning of the scan of partitions

Bug Description

The idea is to provide an intelligent planning instead of a scan every month or 30 mounting... It's very annoying when my laptop starts without being plugged and it scans partitions loosing a lot of power on that...

In fact this idea comes from Bonager (http://ubuntuforums.org/showthread.php?t=295262).

A more intelligent method for scheduling the scans could be :
- If my laptop is not plugged, the scans are postponed for 1,2 or 3 times...
- I can cancel a scan 1,2 or 3 times even if my laptop (or desktop ;) !) is plugged.

I think it could be convenient to be able to avoid a scan sometimes, but I understand that for security reason it should be permitted only a few times...
