'dkpg-reconfigure' conflates user existing for vhost existing

Bug Description

If something happens and you delete the rabbitmq user 'maas_workers' or the vhost '/mass_workers' and then run 'dpkg-reconfigure' to fix things.

However, the test in postinst is 'if user exists: change_user_password() else: create user, create vhost, set permissions on vhost".

Which means that if you delete the user, then it tries to create a vhost that may already exist. Or if you delete the vhost, then it doesn't recreate it if the user exists.
