Traditional Chinese handwriting model for Zinnia

Notes:
The upstream offer Japanese, Simplified Chinese and Traditional Chinese simultaneously.
Our repository, however, offers "tegaki-zinnia-japanese" and "tegaki-zinnia-simplified-chinese" for long but no "tegaki-zinnia-traditional-chinese". On the other hand, even NetBSD seems to have "tegaki-zinnia-traditional-chinese".

I've done the packaging, tested on my 12.04 box and pushed it into linked bzr branch.

I request for inclusion in future Ubuntu releases and SRU in current supported releases.

'build-arch' and 'build-indep' added to slience lintain warning.
'get-orig-source' target added to unpack upstream ZIP archive.

debian/watch:
0.3 is hard coded now since the upstream directory 0.3.1 for other stuff.
