Changing the Ubuntu testing to cloud for Quantum install guide section

Bug Description

Currently the document http://docs.openstack.org/trunk/openstack-network/admin/content/install_ubuntu.html uses testing repo. It should be changed to stable cloud repo.

# echo deb http://ubuntu-cloud.archive.canonical.com/ubuntu precise-updates/folsom main >> /etc/apt/sources.list.d/folsom.list
# apt-get install ubuntu-cloud-keyring
# apt-get update
# apt-get upgrade

We are currently working with the CI team to fix doc build issues, which would be the reason this isn't showing up yet.
