dhcp agent can not receive port notifications to process task when use qpid

Bug Description

When I setup OpenStack-folsom with quantum. I found there just one notifier driver can set to list notifier for the notification via messaging: "quantum.openstack.common.notifier.rabbit_notifier". And from the quantum administration guide (trunk version), I have also saw this "To support DHCP agent, rabbit_notifier driver must be set." But my question is that under some license issue I can only use qpid as the messaging infrastructure instead of rabbitmq, in this situation what should I do for using quantum with dhcp agent?

The name "rabbit_notifier" is historical and a bit misleading. "rabbit_notifier" actually uses the messaging framework which uses the configured messaging backend to send messages. Just make sure you've got the QPid configured correctly in the quantum.conf and the DHCP agent will get the messages.
