Bug Description

3) What is expected to happen is when one generates a crash report in /var/crash via the terminal:
cd ~/Desktop && wget -c https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/1064560/+attachment/3390885/+files/11_03pu-reduced.odt -O example.odt && lowriter --nologo example.odt

Save As -> doc 97/XP/2003 -> and after LibreOffice crashes execute:
cd /var/crash && ubuntu-bug _usr_lib_libreoffice_program_soffice.bin.1000.crash

Apport should process the .crash file, and a Firefox window should pop up offering to report a bug on Launchpad.

4) What happens instead is it does not, nor does it give any other indication as to why it did not. Please see attached screencast for verification of this phenomenon. As well, this is prohibiting I and others (at least 2 others w/ LibreOffice crash bugs) from reporting valid crash bugs on Launchpad (or at least knowing why the crash report was not reported via Launchpad). This is a regression in Quantal as I was able to report against .crash files via apport (ex. https://bugs.launchpad.net/ubuntu/+source/fglrx-installer/+bug/1069301 ).

Marking Triaged due to screencast https://bugs.launchpad.net/ubuntu/+source/apport/+bug/1071092/+attachment/3412526/+files/screencast.webm , and High due to how this has "a severe impact on a small portion of Ubuntu users (estimated)". As well, it is preventing effective triage against crash reports of LibreOffice.

Looks like "_usr_lib_" is a common part with bug #1078823 (which does not open the browser for reporting (silent abort))

the result: soffice.bin crashed with SIGSEGV in GraphicFilter::ImportGraphic()

I can not reproduce this bug on my ubuntu 13.04 (amd64)
