Bug Description
Create a new product that has it's information type set to EMBARGOED and you'll notice that the sharing policies are not setup correctly. Branches are, but bugs and blueprints are not. Blueprints are not setup at all, and bugs are set to PROPRIETARY. We need to handle the setup correctly here, and also, bugs needs to gain an EMBARGOED_

This behaviour was observed with private blueprints disabled, and does not occur when it is enabled.
