Halt failed on Linux Linaro Vexpress A9.

Bug Description

On ARM Versatile Express A9 board with Linux Linaro image:

Halt test failed.

After run "halt" in serial console, only "[ 568.787526] System halted." shows at the end, system never shut down and monitor is still ON.

I'm not convinced it's a bug. "halt" means halt. To turn of the power use "poweroff".

Hmm, probably you're right Pawel, after I ran "poweroff" on ARM Versatile Express A9 with Linux Linaro ubuntu image (http://snapshots.linaro.org/raring/pre-built/vexpress/434/vexpress-raring_developer_20130818-434.img.gz), the monitor and power supply unit can be turned off successfully.

I will send an email to ARM landing team about this topic since we run "halt" on all other boards from the very beginning to now.
