Bug Description

It already deletes a building server, but a server in error would also prove the transition diagram in docs http://docs.openstack.org/api/openstack-compute/2/content/Delete_Server-d1e2883.html

The test case already exists.

test_delete_server_when_vm_eq_error_task_eq_error(self): (in /opt/stack/tempest/tempest/tests/compute/servers/test_servers_whitebox.py) is testing the delete server in error state
