Stopping Dhcp agents does not stop dnsmasq

Bug Description

When I stop dhcp agent, the dnsmasq processes are still running. I think it should stop the dnsmasq when it stops.

This is by design. Allowing dnsmasq instances to persist when the agent is stopped allows for the agent to be upgraded with minimal interuption to the client. This is the same principle as OVS ports remaining when the OVS agent is stopped or the l3 router namespaces functioning when the l3-agent is stopped.
