can't switch from orca to ubiquity in the 13.04 install

Bug Description

testing the Raring daily build I start the installation process, after the drums hit ctrl+s to start the orca screen reader, then try and alt-tab to the ubiquity frame. I am unable to do so through alt-tab or any other keystrokes I could think of. Also can't get to the top panel. Using a mouse appears to be the only way to change focus between these windows - which is a blocker for an eyes-free install.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
