6.10 to 7.04 upgrade will not fetch last 3 files

Bug Description

I have tried a dozen times or more and this message always results:
 fetch http://packages.freecontrib.org/ubuntu/plf/dists/dapper/Release.gpg Could not connect to packages.freecontrib.org:80 (88.191.33.6), connection timed out
Failed to fetch http://packages.freecontrib.org/ubuntu/plf/dists/dapper/free/i18n/Translation-en_US.bz2 Could not connect to packages.freecontrib.org:80 (88.191.33.6), connection timed out
Failed to fetch http://packages.freecontrib.org/ubuntu/plf/dists/dapper/non-free/i18n/Translation-en_US.bz2 Could not connect to packages.freecontrib.org:80 (88.191.33.6), connection timed out

I was sure to update 6.10 to the current patches and I have tried the Main source and the US source

The freecontrib.org repositories are not part of Ubuntu. You will have to contact them to find out what the problem is. Ubuntu cannot support third party repositories. Sorry we couldn't help.

I do not understand, I do not know what I added. I do not know why the the
O/S would not upgrade its image based on whatever this is. I do not
understand why this is not a bug?
Can you please explain why the O/S will not upgrade or even what should
happen to make the upgrade happen?
