Bug Description

In the Encode tab of Preferences if you choose MP3 for compression the bitrate defaults to 190Kbps. However, when you mouse over the slider you see a message saying 'Higher bit rate is better quality... Most people use 192Kbps.' The slider then only allows you to select 190Kbps or 225Kbps, not 192.

192 is a CBR rate. 190 is a VBR rate.
VBR will give better quality than CBR at similar rates.

Use VBR at 190 will be better quality than CBR at 192.

192 can be used by deselecting VBR, but this will lower the quality.
