Bug Description

Change the tooltip to "Chat with other people using Internet Relay Chat" -
possibly just IRC. This is to fit style verb description

The current tooltip in hoary says just "IRC Client" (in
Applications/Internet/XChat IRC). Are you happy with that? If so, I'll close
this bug.

Well, the current tooltip fails the test of standards (ie. not a sentence
starting with a verb). The issue is not a major one, and can miss Hoary is
necessary.

reassigning to the motu team because xchat is in universe now. The xchat-gnome version in dapper has a better tooltip already.

There is a similar bug report in Debian BTS that propose "Chat with other people" to be valid following the Gnome HIG.
