The condition of set defaults doesn`t work

Bug Description

Hi all,

       I use the set defaults in the product form.Set like this:
           Defualt: Cost =13,
           Condition: Category=All products , and save dufalts
       When I create a new product and choose the "All products", the value of the cost doesn`t change.
       I check in setting->Technical->Action->User-defined Defaults. I found the Condition:"0=1".
       It works after I change it to "categ_id=1"
       I think it`s a bug
