upsd doesn't have enough rights to access serial port

Bug Description

I have one UPS (MGE NOVA 1100VA) connected to the only existing serial port on the server. When upsd tries to connect to it through the mge-shut driver I see plenty of "Permission denied" messages in syslog. I have tried starting manually the driver with root rights through "upsdrvctl -u root ..." and it worked for a brief moment. With just "upsdrvctl ..." I also see "Permission denied" messages in the console.
