No "attach file" option when submitting bug

There is a complete absence of any "attach file" reference (button, "howto" directions, anything) on the launchpad bug submission page (e.g. the one at https:/
I thought this bug had been reported (though obviously not fixed) some time ago. I certainly remember reading many comments about it. However, I've made a number of searches and still can't find any sign of it, so I'm (re)opening it - apologies if this is a duplicate.
Sometimes after encountering a bug in Ubuntu a helper program has popped up and very usefully put the bug report form right in front of me, saying "Fill in the details, and attach this crash file." Unfortunately there have been no directions on the bug submission page as to how to go about attaching a file. (I've found no directions in the past, and there certainly aren't any there now.) In the past I've pasted in tens of kilobytes of log file as text just to make sure they got included, and I've seen many others do the same too - this bug is consequently causeing grief not only for bug submitters, but also for users who just want to read affected threads.
I now know that the way to attach a file is to submit the bug without attaching one, because there will be an option to add the files afterwards. This is far from obvious, and is something of a leap of faith if you're not familiar with launchpad.
If this really is the first time this has been reported, please can we have an "Attach file" widget on the bug submission page? This would be a huge help to new users who have been asked to attach a crash report, which given Ubuntu's increasing popularity could become a significant number.
If this is (as I suspect) a duplicate bug, then can I ask that some directions be added to the bug submission page? No new functionality (well, unless someone feels like it...), just a sentence somewhere obvious saying something like "To attach files: Submit the bug, then follow the `Add a comment/attachment` link." That would be less exciting than a new button, but would still solve the problem.
