GDM starts before NSCD is started, causes gdm not to use nscd

Bug Description

Binary package hint: gdm

When using nscd for offline logons, nscd gets started after gdm is already started. Gdm doesnt dynamically pick up that nscd is now running and doesnt use it. By restarting gdm it then works fine. Easy fix is to move the runlevel priority for nscd down so that its before gdm.
