Bug Description

If anyone tries to bootstrap --upload-tools from a 386 machine, the bootstrap
hangs forever because it tries to download http://juju-dist.s3.amazonaws.com/tools/mongo-2.2.0-$series-i386.tgz:
which does not exist, because we haven't built it yet.

Do you know if the version 2.2.3-0ubuntu1 recently uploaded to raring could do it?

I don't think that is sufficient.

https://launchpad.net/ubuntu/raring/+source/mongodb

This doesn't appear to depend on libopenssl; Juju needs the tls
configuration option enabled as we talk to mongo via tls with client
certificates.

This also needs to be backported to quantal/precise so that we can use
it for all the series that Juju supports.
