[RFE] - Horizon - Make available openstack_s3 environments for juju

Bug Description

When downloading the juju environment within horizon, the only environment defined is the EC2 one. It should be possible to specify what juju connector to use and then download the environment with the right pro vider.

The RFE consists of having the possibility to choose the provider from a list within, including at least: EC2 and openstack_s3.

Hi Brooklyn, do you think you can rebase this patch against the Havana branch? This is not something we'd typically SRU to Grizzly, but since Havana is still far off release we can apply it there without much hassle.
