General "report a new bug" form lets users file bugs against projects not using Launchpad

Bug Description

Using the https://bugs.launchpad.net/bugs/+filebug form, I can file a bug against any project registered on Launchpad. This includes projects that have not been marked as using Launchpad for bug tracking. This should not be possible.

Marking bug confirmed, since I was able to file bug 113267 despite rhythmbox not using Launchpad for bug tracking.

Marking as high importance since we have a big button on the https://bugs.launchpad.net/ front page for this form, and it can result in people filing bugs where no one will find them.
