Does not handle SYNC candidates well

Bug Description

The DaD output for the merge of slashem 0.0.7E7F2-3ubuntu1 and 0.0.7E7F3-1 included Maintainer Mangling and a changelog entry only . Dad should recommend SYNC when the only remaining change is the Maintainer / XSBC.Original-Maintainer, and the changelog.

This case, when Debian merges *exactly* the Ubuntu changes, isn't really frequent.
Even if DaD recommended to do a sync for such package, someone would still have to test build and request the sync.
So I think that's not worth it.

    I agree that there's very little benefit, in that the last uploader will likely recognise their work. On the other hand, I had about three of these for feisty, and this is my second for gutsy, so it's not that rare a case if sections of the Ubuntu diffs are sent back to Debian. It's just a wishlist refinement for the REPORT to indicate that a sync may be possible.
