!!! ERROR! The map file `tipa.map' has not been found at all.

Either put this file into the right place or remove the
reference from the configuration file. An automatic way
to disable unavailable map files is to call
      updmap-sys --syncwithtrees

    For manual editing, call
      updmap-sys --edit

It looks like tipa.map is installed in /usr/share/texmf/fonts/maps/dvips, but as I am using texlive, I guess this is the wrong location. Copying the file by hand into /usr/share/texmf-live/fonts/maps/dvips and retrying to configure the package does seem to work.
