Bug Description
phablet-flash checks the connected device every time it runs. This is suboptimal for a few reasons:-
* User wishes to run phablet-flash to download the image overnight when internet bandwidth is cheaper / more plentiful / more convenient
* User wishes to download images for a device she doesn't yet own for example when downloading images in preparation for a 'flashing party' at a convention or other event where internet access may be slow or sporadic
* Users device battery is dead but the PC/laptop doesn't provide enough current to charge, so while charging on a high current device, the laptop can be downloading the image for later flashing
