[Bugtracker] ubotu should detect when new bugs are "also affects"

Bug Description

Recently on #ubuntu-bugs:
New bug: #112 in rosetta "Search for packages per language" [High,Confirmed] https://launchpad.net/bugs/112

That's caused because somebody has added iitalian (Ubuntu) to the bug report.

So either ubotu should detect it and report "New bug: #112 in iitalian (Ubuntu)", or ignore it. But it's not new in rosetta ;)

Another option would be to say
"Bug #112 in rosetta also affects iitalian (Ubuntu) [...]"

The problem is that ubotu makes the "spammy" annoucement now, but to the original package, so it is 100% spam. If adjusted as suggested, the printed output at least appears useful.

More specifically, watching #ubuntu-bugs, and being told that bug #112 was reported in rosetta is clearly useless, whereas being told that bug #112 was also reported in iitalian is possibly useful. An laternate solution is to not make a channel annoucement when the bug is reported in an additional package, which would also resolve this bug, in my opinion.

Ah, I misread the original report. Still rejected though since the email
(which triggrs the 'new bug' report) is only used to grab a bugnumber.
The rest is done via launchpad so ubotu no longer knows why it was
triggered.

Would ubotu be able to keep an internal list of bugs, such that any bug reported will only appear once (or perhaps, henceforth)? Basically, check the "seen bugs" list before collecting information from LP.

It already does that, but if a bug is reported as 'Also affects X', it's
new for X :)

In that case, Ubotu should say "New bug # in $newpackage", and not in
the old package ;)

And as I said before, that information is not available when he grabs the bug. Feel free to write a patch that fixes this but I won't do it.
