[camera-app] Does not support device with only a front camera (like Nexus 7)

Bug Description

When testing the camera-app on the Nexus 7, I noticed that it does not properly support the Nexus 7. The camera selection logic appears like it doesn't support a device that only has a front-facing camera. I took a quick look at fixing this thinking it was only the camera selection logic, but it seems there's more than just this wrong with it on the Nexus 7.

Steps to reproduce:
1. Open the Camera application
2. The preview window stays grayed out and cannot take a photo.
3. Press the switch camera button.
4. The preview window remains grayed out and still cannot take a photo.

Expected behavior:
To be able to view a live video preview from the front camera and take a still image of it.

This bug is *not* fixed. I am running the 11-15 build and am still having this problem.
