soap-server's socket times out after 4 seconds - no matter what value 'default_socket_timeout' has

Bug Description

Binary package hint: php-soap

to reproduce it:

* create a server that pauses 4 seconds before he handles the request
* call the service and take the time

for me it looks like this:

johannes@marcie:~$ date +%S:%N; cat text.txt |./client.php; date +%S:%N
05:840866000
Error: Timed out read from www.xyz.de
09:956589000

where the script is a client calling a service's method.
