Shift key doesn't modify the keyboard in phone and small distributions

Bug Description

I use trunk 1507 in 64bits archlinux in a wetab tablet with lxde and openbox, and my locale is es_ES.UFT-8.

The shift key doesn't correctly modify the keyboard in phone and small distributions. It transforms to capital letters, but symbols

" . "
" , "
" ' "
remain immutable. However pressing those keys the behaviour is correct:

" : "
" ; "
" ? "

I attach a picture.

I don't know if this problem is related with #1130958

IIRC, that was by design, the shift key wasn't meant to modify those characters in Small and Phone as they are reachable from other layers. In hindsight that may not have been ideal, though. I'll discuss this with Francesco.
