Bug Description

Recently it has been noticed that ubotu can occasiongly take 10 minutes or more to report on launchpad bugs, and sometimes while responding to !commands.

This has been happening on and off all day today. In both -mythtv and -motu.

Bug reporting always taks some minutes: launchpad doesn't send the mail immediately. In high load situations, other things become slow too, but that's improved
