Bug Description
Hello
please test this scenario:
1 Set list_db = False in the OpenERP server config
2 Push Manage database link in the login page
I except to get database manage page, but it return blank page

The behavior of the manage database should be modified to handle correctly the db_list=False parameter. The correct behavior is the one used by the login page: when there is no possibility to query the db list, it should not display a select box but an input type=text. All pages of the manage database feature should be checked to see if they behave correctly when db_list=False.
