alt+` then right cursor unexpected behavior

Bug Description
alt+` then right moves to the next application, rather than navigating about the windows of the current application. Alt+tab then wait for the group to expand then cursor right works as expected. Alt+` then down then right works as expected.

I noticed this as well, when fixing bug #1190798, and its all fixed now :)
