Hotkeys doesn't work after reboot

Bug Description
When you set an hotkey for example for locking the screen (I set it to STRG+ESC), it does work fine for the current session.
When you turn off the pc, and turn it on again, ubuntu has forgotten this hotkey. You can press STRG+ESC but noting happens. You can make it run again when you set the hotkey again in the hotkey preferences.
