This patch:

 gst-plugins-base0.10 (0.10.12-2ubuntu3) gutsy; urgency=low

  * debian/patches/15_use-alsa-notifies.patch
    + Send mixer element signals when libalsa provides change
      notifications

 (a) breaks ABI
 (b) adds/enables API that upstream might not intend to be supported/functional in future
 (c) was apparently added to the package even before having been reviewed, tested or committed to CVS by upstream

Not cool, esp. given that the patch is merely a feature enhancement.

This upload fixes the bug:

 gst-plugins-base0.10 (0.10.12.2-0ubuntu1) gutsy; urgency=low
 .
   * New upstream pre-version
   * debian/patches/15_use-alsa-notifies.patch:
     - dropped, it breaks the ABI and upstream asked to not use it
       (Ubuntu: #117330)
   * debian/rules:
     - updated gstreamer requirement to 0.10.12.1
