Unhelpful error in printing settings when CUPS disabled

Bug Description
Binary package hint: gnome-cups-manager
When starting gnome-cups-manager while the cups daemon isn't running, the error "The CUPS server could not be contacted" is shown. There are two problems with this:
- It doesn't provide a hint that this is fixable by enabling it in "Services"
- In Services, the cups daemon is called "Printer service"
Ideally, this dialog should also offer an "Enable Printer Service" button.

We have changed the default print management system in Ubuntu from gnome-cups-manager to system- config- printer. Please re-open this bug if you still have this problem with system- config- printer (Gutsy or Hardy). Thanks!
