hangs at "preparing restricted drivers.." with 2.6.20-16

Bug Description

My machine had ATI restricted drivers with 2.6.20-15
I ran the update to 2.6.20-16 and now when it boots it freezes and what is displayed is
"Preparing restricted drivers.."
I ran the earlier kernel, all is okay...
