Bug Description

HARDWARE=maguro
JENKINS_BUILD=123

Steps to reproduce:
- Open contact from shell
- Tap on phone number
- Phone app opens in dialer pane
- Go back to contacs lens without closing the phone-app
- Tap message icon

Expected result:
-Phone app to switch to message pane for the selected number.

Actual result:
- Phone app raises

removing from 13.05 milestone for multiple reasons
- this can't be fixed until we move to new lifecyle api as there is currently now way to pass parameters to running apps
- the people lens is going away, so the use case is not critical anymore
